William Morrison

Chairman

William Morrison currently serves as Chairman of MetricsLed. He has spent 25 years working in international development working first for the Adam Smith Institute before setting up Adam Smith International (ASI). William served as Managing Director and Chairman of ASI for over a decade and built the company from a small specialist contractor for DFID to a multinational consultancy firm with a wide range of government clients.

William’s advisory career has centred on working to direct and deliver technical assistance programmes for the British Government. He has particular expertise in working to establish or strengthen Prime Minister’s Offices, Cabinet Offices, strategic communication units and central policy functions. The work William led to set up the Prime Minister’s Office and Cabinet Office in Iraq in 2004 – 7 was one of the few UK programmes praised by the British Government’s Iraq Inquiry. William has also led major programmes of public sector reform in the Middle East, Africa, the Gulf, India and Pakistan.

Jonathan Cole

Founder / Managing Director

Jon is co-founder of MetricsLed and its Managing Director. Throughout his 20+ career, he has worked closely with international development and stabilisation advisers in the UK, Nigeria, Syria, Yemen, and elsewhere helping them better use technology to support government programmes. This includes delivering solutions for UK FCDO (formerly DFID and FCO), UK MOD, US Department of State, GiZ, EU, and other international organisations.

Jon saw the potential of Software-as-a-Service (SaaS) to improve the delivery of transformative aid and humanitarian programmes and spearheaded the evolution of MetricsLed’s SaaS offerings. By bringing to market cost-effective software, designed specifically for the sector, and engineered to multiply project impact, Jon and his team encourage organisations large, small, old, or new, to view technology as intrinsic to all that they do.

Nameer Al-Hadithi

Founder / Chief Technical Officer

Nameer is co-founder of MetricsLed and its CTO. He combines decades of industry field and advisory roles with the technical knowledge to optimise programme delivery. Those insights and learnings are evident in the software and systems his team designs, drawing upon experiences managing complex projects and cross-cultural counterpart relationships in the Middle East, Africa, and Europe, and of working directly with senior offices of state and line ministries.

As well as leading MetricsLed’s system design and development teams, QA, and client support functions, Nameer also oversees client projects, data compliance, cyber security, and system resilience. As a trusted, senior advisor he holds active government clearance and is a former UK Stabilisation Unit DCE.

Mark Gilkes

Head of Partners Engagement

Mark is MetricsLed’s Head of Partners Engagement. He has worked in international development since 2010 and has personally managed the delivery of a number of high value and strategic projects for the UK government, the EU, USAID and the World Bank. He has a wealth of practical first-hand experience of managing large, complex and politically sensitive projects. Mark has extensive experience of government and economic reform in fragile and conflict affected settings and is accredited to the FCDO’s Governance Adviser cadre. Mark has expertise in anti-corruption programming and interventions, having managed the UK’s flagship anticorruption programme in Uganda and led an assessment of anti-corruption institution performance in Ethiopia for the FCDO. He has experience working with clients to design and implement reform at all levels, from local government administration to permanent secretaries and ministers.

As Head of Partner Engagement, Mark leads MetricsLed’s business development, project management and client account management functions. His focus is building and maintaining the company’s key relationships and ensuring effective and impactful delivery.

Mark holds a Masters in International Relations from King’s College London.

Raba Tarhouni

Database and Technical Support Manager

Raba Tarhouni has over 10 years’ experience in international development, including over 8 years’ experience delivering digital transformation projects in fragile and conflict affected situations. She is an experienced Management Information System (MIS) and Quality Assurance Specialist, having worked on numerous large international development programmes including the multi-donor funded Access to Justice and Community Security (AJACS) programme and DFID’s flagship Humanitarian & Stabilisation Operations Team (HSOT) programme.

Raba is currently engaged as a Senior Data Technical Architect and Quality Assurance Specialist at MetricsLed, an ISO27001 and ISO9001 accredited IT solutions company specialised in the design and delivery of web-based operational management and information systems for the international development and humanitarian sectors. Raba has experience working closely with senior client stakeholders and system users to understand user requirements, business processes and provide ongoing support, training and quality assurance during system implementation. As part of the CSSF Access to Justice and Community Security programme, Raba was deployed on a long-term overseas secondment to support the project team, manage the system database, lead on-site client liaison, deliver train-the-trainer training, and provide ongoing coaching and user support to a project team of over 150 users.

Raba manages MetricsLed’s ISO9001 quality assurance processes for the delivery of bespoke and SaaS solutions for numerous clients and international donors, including FCDO, BEIS, US State Department, USAID, GIZ, and EU. Within this role Raba conducts rigorous database testing and client liaison. Her experience and in-depth knowledge of the KMS has found her training numerous personnel to use the system, both in Arabic and English. She has recently undertaken an MSc Information Management & Digital Business from the University of Reading and holds a BCS Practitioner Certificate in Business Analysis Practice from The Chartered Institute for IT.
